Start off by making the model rocket. after that get your pipe and and saw down the middle of it so you can make two parrell cuts about half way down the pipe. the do it again so you have four cuts down the pipe so the fins of your rocket can fit out. the just put the ignition switch in the rocket, put the rocket into the lancher and push the switch. you can improvise it by removing the parachute and adding a CO2 cartrage pipe bomb and placing the fuse for the pipe bomb in the other end of the rocket engine. then your rocket is a missle.
